Agreed, but just as you need the state to build the infrastructure of roads to facilitate travel(of people and goods), by wheeled vehicles, you need the state to set up the infrastructure to make commercial space travel/commerce a possibility.
Note that the X-Prize, low-orbit space tourism, etc., are present day private enterprise realities only because the US invested in the necessary spaceflight tech infrastructure. First build the roads and the carts and then cars will follow.
Next up, space elevators!
