Eastern and Northern Ontario and New Brunswick all have significant French-speaking populations. Anyone in a customer-service oriented job in those areas would greatly benefit by knowing French.

It all depends on how good a job they did. I presume the very small differences detected are due to some of those factors being mismeasured.

For example, education. Most Canadians are taught both official languages in school, but only some learn it. Those that do are probably slightly smarter and/or more efficient on average.

Or more likely they grew up in a bilingual community, or had (somewhat) bilingual parents, at least that has been the case with the ones I have known personally.
