I believe they figure they have a good chance in pulling it off and they are going for broke.
If an election happen ;they are going to be dead in the water for trying this on the Canadian taxpayer.
They have the old knee capper Chretien ;who know how to play dirty pool and Mad Jack Layton is desparate enough to do it.
Liberals are almost broke and The Bloc hurting for cash to survive.

The problem here is that do we want to spend another $300,000 to get the same result? The only change will be a slight drop in seats for the Progressive Conservative- Reform coalition in Quebec, due to Harper's insulting them over the Bloc. Harper also faces the challenge of overcoming the view that, in addition to lacking integrety (Income Trusts, right to Life, and fixed election dates), stupidity in provoking this mess needlessly, he is also showing a yellow streak a mile wide where his spine should be, by running away from facing the House.
He had the support of the Liberals before the Economic Statement and he squandered it. He cannot govern without the confidence of the House of Commons and he threw it all away.
The only explanation I can see is he is so scared of Ignatieff that he is panicking for an election before the Grits can hold their leadership convention. Harper is a coward and a liar. He is a disgrace to the Conservative Party.

Why am I not surprised to hear this from you?

You and your former PC Red Tory cohorts will find yourselves on the wrong side of history on this one. Take my word for it.

For what its worth here's how I put it to the GG's office.

Her Excellency the Right Honourable Michaëlle Jean,
Governor General of Canada,

I am certain you are as concerned for the future of Canada as all Canadians. I implore Your Excellency as Canadian representative of the Crown to ensure that democracy prevails in Canada. If the parliament of Canada is dissolved the Canadian electorate must be allowed to voice their opinion in a federal election. I beseech Your Excellency not to hand the reigns of governance to a coalition in which veto power over our parliament is held by a political party representative of only one province with the sole purpose of destroying Canada. The bloc Quebecois has never stood for election outside of The Province of Quebec. To allow Quebec separatists the power of veto in The House of Commons would be dangerous, unacceptable and contrary to the British North America Act of 1867. If the bloc Quebecois are given this power over the rest of Canada it will open the Canadian constitution for debate and could very likely lead to the dissolution of Canadian Confederation.

sure the effort is to be applauded, but Her Highness has demonstrated such a lack of concern for the good of the country, not to mention such a lack of judgment and civility, that such efforts can only be pro forma.

Why would you say she is on the right side of this issue? I'm quite certain the majority of Canadians wouldn't agree with you on that.
