That is precisely what it is and those in any nation so discouraged won't give a damn what the law says.

Down here, we are "being nibbled to death by ducks"- countless nonsensical laws, and worse, regulations enacted by bureaucrats who are accountable to no one.
The light bulb outlawing ( Which has not been rescinded, just defunded- it can come back at any time, the funding buried so deep in one of those multi-thousand page bills those idiots in DC call "laws..." ) is the tip of a vast iceberg ( Low-flow shower heads, low flush toilets, seatbelt laws & child restraint laws & regulations. ) making everyone a potential criminal.
Did you know that one of Miss MaryAnn's friends is breaking a local law by "harboring more than three cats in a house?"
Yes, this deadly criminal is still roaming free, endangering That Happy Isle...
At some point otherwise honest citizens throw up their hands in disgust and say, "Fine- everything I do is against some law or regulation or something, so I'll just keep my head down and live as I see fit. Hell with you & your laws."

I had a Christmas Party at Tees, Alberta last night. (Look it up for fun) It was a dry affair but there was much cocktail mixing in the dark in the lot at the hall. I had to drive so it was (I'm not kidding now) Root Beer for me. If you sleep in your car intoxicated you get an impaired charge and conviction here if the keys are on your person. You wisely CHOOSE not to drive in a town without a motel and still get nailed. I expect this is why only half the company came to the party and if that continues - company cost vs. participation - there will ultimately be no party at all.

Hubbies company books a block of rooms at the hotel we hold the party at and those who drink spend the night.
